Interferences on Recording - Notebook X Desktop

The basic problem is that some cheap laptop wall warts give dirty power. This is not a problem for the 99.8% of average laptop users, just us trying to record audio. Sorry but there is just no real cure other than using a different computer.

I live on the 13th floor, so i can't ground anything hah also this is a somewhat old apartment and it would take years to ground it due to bureaucratic/expense reasons :(

I have my laptop ground plug isolated with some tape.. I know it's bad... but That was the quickest dirty solution.
